On a clean install of 8.x-1.0-rc5, the "CKEditor plugin settings" for "Image" plugin initially is not shown on Text Formats and Editors configuration.
Removing the icon from the Active toolbar and then adding it again makes the settings appear.
This is important as it is there where the path for inline-images is defined.
Steps to replicate:
- Do a clean install.
- Go to /admin/config/content/formats/manage/full_html
- You will see the image plugin settings are not there.
- Drag the icon off the Active Toolbar.
- Drag the icon onto the Active Toolbar.
- You will now see the settings showing.

We are not able to reproduce this issue:( Could you verify that this wasn't a cache glitch and is still happening when you follow the steps to replicate yourself? Thanks in advance!
