Currently, in the Panels IPE, you add a new block to the Panels display by clicking "Manage content" which is confusing because there is an "Edit" button next to it, which is naturally where users would think to click to, you know, edit stuff. :-)

Additionally, after selecting the block you want to add, you get a select box with the Region you'd like to put it in. However, when you see the form with that select, you can't see the the regions like you can when in "Edit" mode (see screenshot above), so the user doesn't even necessarily know what those region names refer to.

Here's my proposal:

  • We rename the "Manage content" tab to "Add content", which makes it clearer that we are adding something new to the page
  • When in "Edit" mode, show "Add content" buttons in the regions
  • Hide the "Add content" tab until a user clicks the "Add content" button in a region in "Edit" mode
  • Continue to display the regions and other "edit-y type stuff" when the "Add content" tab is activated (so, just like when the "Edit" tab is selected)
  • When adding is done, or the user clicks some other tab, hide the "Add content" tab again

This would make the edit process much clearer and more WYSIWYG, without completely replacing the current UI!
