We are trying to a create rule whereby after saving a new field collection or paragraph item an email is sent. Problem is that node and current user fields needed to compose the email are not available. Is this by design or is there a work around?

The UI says, in many places:

The data selector helps you drill down into the data available to Rules. To make entity fields appear in the data selector, you may have to use the condition 'entity has field' (or 'content is of type').

Did you do this?
