Release breaks additional form elements (such as Journal module)

The 7.x-2.1 release breaks the ability to add form elements to the Module page. As an example, the Journal module adds a field at the bottom for adding notes to settings changes. With this new release, those elements get covered up, making it difficult to use them, and, in the case of required fields, very difficult to fill out.
