I would like to use http://drupal.org/project/navbar because it is more mobile friendly.
Is there a way to have a soft dependency on admin_menu and admin_toolbar so other modules might be used?

Not entirely sure what you mean. That module is only for Drupal 7 and in Drupal 8 it's part of the core

jaapjan CreditAttribution: jaapjan at Open Social for Open Social commentedWe've added a dependency to admin_toolbar_tools in social_core. I'm not entirely sure why we did this to be honest. Perhaps we can consider removing this dependency and/or make it optional option during installation?
