Problem/Motivation

Using https://simplytest.me/project/drupal/8.4.x?add[]=tour_builder&add[]=tour_ui the installation is not done as expected.

Proposed resolution

After installation run drush cache-rebuild to be safe. I guess this is a core bug somehow.

Core issue: #2679008: Module weight is not taken into account after module installation
Tour builder issue : #2884881: Operations are not updated on the demo site (Cache clear vs drush cache-rebuild)

I've just did https://simplytest.me/project/drupal/8.5.x?add[]=tour_builder&add[]=tour_ui then visited admin/config/user-interface/tour where the actions menu is not a dropdown. It should look like

Action Menu with Tour Builder
