Entity Select using Entity Reference View broken?

Problem/Motivation

The site has a content type with titles that are not unique. For example, can have two nodes with the same title of "color 2". Using webforms, I setup an entity select with the entity select using the view option. I setup the entity reference view to remove duplicate titles using aggregation. This works in the view preview but viewing the webform it displays as if the view has no effect. Even setting the limit of items to show has no effect. I've had to resort to creating a taxonomy list with just the unique titles I require for the form but it's not ideal.
