thats being printed with print $footer inside my footer block. I Created a new block from the add block page and then after putting that info into the block I assigned it to the footer region. For some reason, it strips the divs, and the span tags. Is there a way around this?

It's probably the input format you have selected for your block that is stripping the html tags. Try changing the input format to "Full HTML".
