very simple use case not working

ive just installed and testing a very simple use case has failed

1. create a new content type.
2. add an integer field to type.
3. select "custom field permissions"
4. set "View anyone's value for field value" to true for all roles.
5. log in to different session using another user with edit permissions for the content type.

test result: cant see the field in a different browser session?

any ideas?
