Layout change fails

I am using bootstrap layouts for panels. I have noticed few issues on changing layouts:

1. After I change the layout, the layout name reverts back to the old layout which makes me think the change failed. There is no confirmation that the layout has been changed. I noticed that the Layout Regions tab appears after changing layout, where I could assign old regions to new regions. I think it should redirect to the Layout Regions immediately after changing the layout.

2. After changing layouts, my contents all appear as one column layout no matter what my layout is, although my contents are in the correct regions.

The issue is there with other layouts such as Display Suite.
