I currently have a Drupal 6.38 website. I am building a new website in Drupal 8 and was wondering what the best option would be as far as preserving the data. Should I upgrade the Drupal 6.3 to Drupal 8 and build off that? Or can I export the data off the Drupal 6 site then import into Drupal 8? I'm a noob at this so break it down into laymans terms please.

There are numerous docs articles available on this topic (see link). Also, become family with the many export/import modules, mostly for specific aspects of a Drupal site: menus, blocks, users, views, entity bundles, and so on.
