Water module

Similar to the soil module, create a Water module that provides a new "Water test" log type.

Included fields:

• Date
• Lab that performed the test
• Location(s) tested
• Person who performed the test
• Photo and file upload fields (for results PDF upload)
• Notes

Also provide a "Water" category once #2876952: Log categorization is done.
