Problem/Motivation

Syslog module currently doesn't have a maintainer.

Proposed resolution

@kbahey was maintaining both, syslog and dblog. I'm currently maintaining dblog, and both modules provide very similar functionality. I offer myself as a volunteer to maintain syslog module too.
