The 6.x and 7.x versions had a confirmation step that summarized who the mail would be sent to, etc.
Proposed resolution
Create a review/summary screen utilizing similar logic to the NodeForm's preview functionality.
(Ctools was considered but its wizard is probably overkill for the purposes here.)
