I'd also love to see this. The access control modules available don't really fit this use case.

+1 for D8 Port.

I am surprised that not more people know about this module. Really helps with team application reviews. I am using it by assigning a user to a team, and then tagging nodes with a specific team.

Yes... but ABT Access By Term is more versatile than permissions_by_term: It uses terms on users and contents to match, not only user ID or roles.

Does anyone know a Drupal 8 module that has uses grants like ABT (user->term<-node) ?

The module "Permissions by term" uses a different approach like @chipway already said.
