I tried to update to Drupal 8.3.1:

1. Uploaded and extracted update file
2. Deleted core folder in public_html
3. Moved new core folder to public_html
4. Moved files of new vendor folder to existing vendor folder in public_html
5. Moved root files of update to root of public_html

(I used "move" function in cPanel File Manager.)

When I then try to do an update, I get following message:
page isn’t working - (sitename) currently unable to handle this request.

(I found an article in a forum that says that I must change the PHP version to at least 5.5+. Mine is PHP 5.6)

So I moved back my core and root files of an older version (Drupal 8.2.7) and got back to my website.

Any ideas?

Did you by any chance over-write the .htaccess in your "old" directory with one that came from the new distribution? If the "new" one is not customized it can cause problems, I think.

instead of doing your own thing because you think it is the same!
For core,vendor and the files the same thing needs to be done: you remove the original, replace it with the updated. For the files you need to apply your customisations if needed.

I am in the same predicament.  I updated to 8.6.4 from 8.5.6 and am getting the same error messages, i.e., 

This page isn’t working

www.lexhamarts.org is currently unable to handle this request.

HTTP ERROR 500
