Access permissions in Views not working access denied

I have created some views pages using bulk operations for admin to administer organic group users and group content.

I have setup in OG Content permission for non-members to view course content however this should not allow non-memebers to access bulk operations options from a views page that should only be available to admin.

My problem is that none of the access options in views are working. If the administrator tries to view the views pages they get access denied. If I choose view published content the page is visible to anonymous with all bulk operations available such as delete and edit.

Permissions tried:

View published content
Administer content
Bypass content access control

I have also tried OG permissions and I still get access denied.
