no add task button on top of tasklist for clients [#2872385]

a client does not have a button to add task on top of the tasklist view
an openlucius has admin has one but a general button for adding all details of a task is more usefull to the client
screenshot shows what buttons the admin sees

upon further inspection it seems more like a bug (this was not intentional I mean)

came to this conclusion after realizing that one has to have the create lists permission to see the add task button

here is a patch that corrects this

Yes i'd call this expected behavior so a bug.
Code looks solid to me.
