Allow saving draft/needs review in Moderations module without filling required fields

Hello Experts,

Could you please help me with this problem!?

Actually how can we save a node with moderation state set to "Draft"/"Needs Review" without filling all mandatory/required fields!? It has been days that I am trying to figure it out but unfortunately no luck so I will be very grateful if someone helps me.
