The current end date widget looks terrible. The field label is shown above the "Provide a date" checkbox, and the description is not successfully hidden.

We need to move commerce_optional_date to commerce_promotion, make it specific to end dates again, rename the checkbox to "Provide an end date", fix the label/description situation.
