Hi Markcarver,
We are using bootstrap theme with role theme switcher module,Switching the theme based on the user role.
Now we are facing issue while log in as superadmin then we are getting bootstrap_settings() function fatal error.
When we clear the cache its working fine this is happening only in production not it local or Dev server.
We are using Nginx with PHP 7.0.
Please anyone can suggest the solutions.

I fixed my site with similar error. I changed the theme to Drupal default theme, then, deleting and reinstall the bootstrap theme.

The error that I dealt with was on the same file but in line 22.
