As a provisional Drupal core product manager I want to co-maintain the ideas queue so that I can help get that readme committed which gets rid of security warnings and unlocks versions to target ideas against.

I'm 99% sure this was just an oversight because we did not have a whole product management team before. :) I've added access for @yoroy, @Gábor Hojtsy... and @Dries (not that user 1 needs the permission but hey.) So let's change the scope here to "@webchick please let me know if I overstepped and I'll remove the permissions again". :)
