Need "dependent_queuer_plugins" annotation for diagnostic plugins

Business Requirements

As a developer I need the ability to write diagnostic plugins that depend on specific queuers aka "dependent_queuer_plugins". Currently there are "dependent_purger_plugins" and "dependent_queue_plugins".

Specific Use Case

The specific goal I am trying to accomplish is to write a diagnostic plugin that checks queued cache tags and sees what percentage of the site will be invalidated. If a threshold is exceeded then the diagnostic will trigger an error and prevent the queue for executing.
