Custom Block Types are fieldable entities, much like a Content Types, Taxonomy Vocabularies, and Comment Types. All of these items reside under the "Structure" menu link.
Currently, Custom Block Types are a bit buried under the "Block layout" menu.
I was wondering if there is value in splitting this up some. "Block layout" could be moved under the "Content" menu link as a "Blocks" tab, and "Block Types" could be a first class citizen under "Structure".

brianperryI'd be in support of a change like this as well. I've found that the current location of custom block types makes it less discoverable for someone new to Drupal 8 and also can prevent them from being top of mind even for someone who knows custom block types exist.
And in cases where the a large amount of block content is created, the block content also feels disconnected and buried.
Under "Content" I'd like to see "Blocks" (the custom block content)
Then under "Structure" I'd want to see both "Block Layout" and "Block Types"
