Hi,

There is no configure attribute in crm_core.info.yml so "Configure" link are not being shown in modules list.

I tested the patch and the configure link was available as expected. See the picture 'crm_core.png'.

OBS: It's necessary add extra sub-modules from crm_core to add some content to administrative page.

Only modules actually providing configuration pages supposed to provide configure property in info file. Documentation page https://www.drupal.org/node/2000204.
