Nested footer menu items don't display

Footer menu items only showing one level deep. When menu items are nested secondary and tertiary menu items (and assume deeper) do not display at all. Therefore footer menu visibility will not reflect the footer menu manager area as per a users expectations.

Adding as a bug not feature because I think it is standard user expectation that footer menu items will display.
