Add block plugin class to block output [#2864483]

Mirroring #2544406: Include useful attributes on block containers on block variants, it would be really useful if the block's plugin name was added to the HTML output.

This adds similar output to the Panels display as the other issue adds to the Blocks Page display.

plugin id returns same value if multiple webforms are added on page so same classes are added to different forms.

this patch uses actual block id and sets it as block id in html output
