Allow HTML tags to be included in meta tags in an HTML encoded format

An interesting issue comes up when the module is used on technical sites - there can be valid situations where HTML-ish tags are used in title tags, e.g. #1760494: Allow the page title to be not assigned if it has the value "<none>", it would be useful if there was a way of allow these.
