This issue, which was reported here for the Drupal 8 version of Admin Menu Toolbar is also present in the 7.x-3.0-rc5 version.

I am running 7.54 and have have tried this in both Chrome and Firefox, both running under Windows 8.1; the results are identical.

I developed a way around this problem some time ago. It worked fine under 7.39, and I've just tried it under 7.54 and it works there, too. The solution is to activate both admin_menu_toolbar and the regular toolbar. This, of course, creates the "double toolbar display" problem, but you can eliminate that problem by putting the following simple patch at the top of the toolbar_page_build function:

if (user_access('access administration menu')) {
return;
}

* End of WDS patch
*/

The effect of this patch is to simply eliminate the display of the regular toolbar for users who have 'access administration menu' privileges.
