I don't know what the backstory is here, but this does not meet the criteria for a critical issue, so downgrading.
That said, it's entirely within a maintainer's rights to step down at their own request at any time, so if @attiks can provide a patch we can commit this without requiring Dries' signoff, per the governance.
Again, attiks, if you wish to resign your role that is entirely within your rights and at your discretion regardless of your motivation; just provide a patch and mark it RTBC.
The core issue queue is not the place to protest something Dries did, nor for that matter any effective way to do so, since Dries does not read it. Concerns about community governance should be directed through that channel, not put on core maintainers' plates since we have nothing to do with it.
Drupal 8.8.0-alpha1 will be released the week of October 14th, 2019, which means new developments and disruptive changes should now be targeted against the 8.9.x-dev branch. (Any changes to 8.9.x will also be committed to 9.0.x in preparation for Drupal 9’s release, but some changes like significant feature additions will be deferred to 9.1.x.).
