When a user has an anonymous order, the OrderAssignment service and commerce_cart_user_login will fix the cart/order's customer ID to their user ID when logged in. This should log an event.

I have done a manual test and everything seems to work as expected.

However, and I think you are aware, when I reassign using the admin interface the method is never called.
