Thanks. The page makes it sound like not being confirmed only limits my post frequency. But I'm concerned that my issue https://www.drupal.org/node/2860579 doesn't appear in any searches under "Lightweight Directory Access Protocol (LDAP) -> Issues". Is it possible that issues posted by unconfirmed users do not appear in the list of open issues?

Few hours back, i was getting a 403 error for this page. But now i'm able to see the post & attached a screenshot. I believe you should also be seeing this post now.
