Create a permission to administer the module

Problem/Motivation

At this moment to administer the module configuration is used the 'Administer content types' permission, maybe some sites will need an aditional and specific permission to this task.

Proposed resolution

Create a permission to administer the module.

Remaining tasks

Create the 'Administer Only One' permission that give access to administer the module.
