/admin/structure/services redirects to homepage

I'm new to the Services module and just trying to get it installed. Done via drush dl and drush en etc. (this is a drupal 7 installation).

When I install on our test instance /admin/structure/services appears as expected
On the live instance after installation /admin/structure/services leads to the homepage!

Other paths underneath /admin/structure/services seem to be working fine. But the topmost page is quite important!

Doing drush cc all does not change the situation.

What steps am I missing? How to troubleshoot?
