Update to v2.27.2 of library

Since we now have a stable alpha release with no major bugs, we need to update to v2.27.2 of the UIkit library. Once we do some testing on this, the theme will be ready for a beta release.

I'll be reviewing UIkit releases v2.27.0-v2.27.2 for any changes we need to make in the base theme, although a quick skim only found minor fixes and a few new features that should not require major patch work. We may be able to just update the version we pull from cloudflare.com.
