Include an "HTML editor"?

In Panopoly 1.x for Drupal 7, we included a HTML editor (MarkitUp) that was meant for editing HTML directly (as opposed to a true WYSIWYG editor where you don't see the HTML markup, and instead edit like in a word processor).

Do we want to have this feature in Drupal 8? If so, we need to port it!
