Every module can create its own conditions. It would be nice if we could see which module provided the condition. For example, ctools module has created many conditions, one of them is vocabulary. I tested it but it didn't work with context. I also saw that there is a patch for one other module and also a sandbox project which creates a vocabulary condition. You can basically end up with multiple identical conditions from multiple providers. If there would be a name of provider next to condition name, you could then choose the one you know it is working.
