When making configuration changes to a field, after changing the value of a select field, the page is scrolled and the field moves underneath the nav bar, requiring the user to rescroll the page to view the field and make any other configuration changes. The problem is mostly evident for fields near the top, as the page may not scroll far enough for fields on the bottom.
To reproduce:
- Edit Article Form Display (dmin/structure/types/manage/article/form-display)
- Change Tags widget select field to another value
I question whether the scrolling needs to happen at all. My guess is that it is to move the user to the save button at the bottom of the screen, but if you are making multiple field configuration changes, the constant scrolling back and forth is annoying.

I tested this on 9.4.x, standard install and was not able to reproduce this error. I followed the steps given in the Issue Summary.
Therefore, closing as cannot reproduce. If you are experiencing this problem reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
