I added a state to a field that didn't already have one. It was to make it visible based on the value of another field - which happens to be a taxonomy field. When I selected a comparison type of "value", it showed the "Value" input field. That's all working fine - the field shows/hides as expected.
First issue: When I go back to that one state and edit it, there's no "Value" input field under the "Comparison type" select box (which shows "value").
Second (related) issue: I added a second state to that same field. This one to make it required based on the same value of the same field that makes it visible. When I get to the point where I select "value" for "Comparison type", the "Value" input field doesn't show. If I save the state anyway, the value defaults to "1" - the actual value I need in this case is 66.
I tried the same "required" settings on a different field that did not already have states defined, and the field the condition was based on was also a taxonomy field. In that case, the "Value" input field showed as expected.

ExTexan CreditAttribution: ExTexan commented@swentel, Sorry for posting it in core. One of my colleagues added all the field states to the site - I didn't realize he had used a contrib module.
Moved to the correct issue queue.
