In #2851478: Move server's http service config symlinking out of Provision_Config class. we moved some code around, but it seems like hosting_dns needs a change to match that.

maybe today... if Jon can confirm that this works for him.

And that would give it a little bit of time before #2841435: [meta] 3.10 release (bugfix/patches)
