hi,
if you want to create a multilevel expanding menu use the mega menu module which help to create a drop down menu

In Drupal 7 there is a module TB Mega Menu https://www.drupal.org/project/tb_megamenu

But in Drupal 8 it is Drupal 8 Mega Menu https://www.drupal.org/project/we_megamenu
