Problem/Motivation

The smartling.make file has the version of ultimate_cron set to 2.0-rc1 which has some bugs and is missing many PHP7-related updates now that it is at version 2.3.

Proposed resolution

Update ultimate_cron to the latest version (2.3) and verify that all is well.
