"User-selected high contrast setting is overridden by the application. As an example, within the user homepage of the Drupal (Internal) application, while high contrast settings are enabled, the “Vertical Orientation” and “Search” buttons and the “Subscribe to” link graphic are no longer visible.
This defect was identified in IE 11.
Expected result: Applications are expected to adopt the user selected operating system color and contrast selections. In this instance, “Vertical Orientation” and “Search” buttons and the “Subscribe to” link graphic are expected to remain visible.

We are already forming a plan around this, so I'll close this issue in favour of #2894237: Make core themes more robust in Windows High-Contrast mode.
I'll update that issue to include the 3 icons mentioned here, as examples of known problems.
