I did a clean install with drush and am using sqlite.
And for some reason the html text formats are not working

The html text formats are listed on admin/config/content/formats
But I get a 404 clicking configure on
admin/config/content/formats/manage/restricted_html, basic_html and full_html

admin/config/content/formats/manage/plain_text is working ok
adding a text format and configuring is also working

Sorry I was using the deault nginx config.
It started working normal when I used https://www.nginx.com/resources/wiki/start/topics/recipes/drupal/
