This issue is spun of #2406863: stampede protection should be flexible ("Cache rebuild lock hit" watchdog message)
Lot's of people experience "cache rebuild lock hit" errors.
It appears this is an issue since 7.x-2.9

Okay, I have attempted to create a comprehensive root issue post for this problem at rules_init() and cache rebuilding are broken ("cache rebuild lock hit" root issue)
