To reproduce:

- set up a node type's form display to have more than one field group
- edit one field group by:
-- clicking the gear icon
-- changing something, such as the label
-- clicking the Update button in the subform
- now edit another field group. As soon as the subform has loaded, the changes made to the first field group vanish from the admin summary
- save the form display. Only the second field group's changes are saved.

Updating to say this is definitely not a core bug with the overall display form: I have several text fields, and I can change the 'number of rows' property on several of them before saving the whole form.
