Consider core patch to improve menu router language after cache clear

Consider adding the core patch at #2729245: Node info is localized in the menu router when clearing cache in a non-English language to the DvG makefile.

This patch fixes an issue which can cause admin_menu items appear in English for an editor (with language Dutch) after a cache clear by root user (which has language set to English).
