I need access to a command prompt. Where is it? How do I access it. Different resources say use command promt to install things like drush and console. They immediately goto a command prompt to start doing this. The problem is EVERYWHERE they goto command prompt without saying how and where they access the command prompt. Is it accessed from somewhere in the administrative menu from my page. Is it accessed from somewhere on the hosting. Is it accessed somewhere on my computer. could someone please help

With "the command prompt"
With "the command prompt" people normally mean the Unix shell / bash. Only your website hoster can tell you, if that's available to you and if so how.
On Windows you'd normally install a program like Putty and connect to the shell via SSH. On Mac / Unix you could open you local shell and connect to the remote system via ssh directly.

yes. putty is installed in your windows environment. More info @ http://www.putty.org/
putty is not drush. to learn more about drush see http://www.drush.org/en/master/

no problem. Take the following with a grain of salt: you won't get far with Drupal or its community for that matter without utilizing google.

Follow VM's sage advice.
Google is your friend.
learn the following google search style too:
{search phrase} site:drupal.org
The site:drupal.org part will restrict your search to just this website.
That way you find articles on this site quickly.

Putty and SSH are not easy to setup.
Plus, unless you have a VPS or dedicated server, your server host has to allow SSH access too.
