Serial field won't populate if field is added via Config Sync

If a serial field is added to a content-type directly, the field will populate, sometimes taking a number of cron jobs to complete, but it will populate.

If the field is added via a configuration export and import, the serial field will not populate. Even if content is added later, the serial field will not populate. The tables are present in the DB, but are empty.
