Unable to flag comments

Hi, I am having the problem, that while I have enabled my flags to be displayed as fields, I am not able to see any flag fields in the manage fields of the content section. I can only see flags within the body of the comments after it is made.

I really need the user to be able to flag the comment durring the time they are authoring it. By check boxes, or more preferrable in a grouped flag field. It seems that is the correct way for flags to work on comments by default?

I have 3 types of comments being made on tasks . I am useing flagging to differentiate between these comment types. This is a pretty big deal. Thanks if you know.
